I check voltage at base point when supply is on & battery remove 4.44v & at emitter 4.34 at collector 0.22v and on other hand when battery connect and supply is Also an MOV or varistor or Gas discharge tube component is must(input side). perhaps you'd like to put a variable-resistor dial for R3? If not, then where does it come from?

Where does the 0.25 come from? It seems so simple! I think I'll use the LM350 and a 3.9 Ohm resistor.
